What do you mean by open handed map in the poem An Elementary School Classroom in a Slum​?

An Elementary School Classroom in a Slum

Open-handed map
[U1] Awarding the world its world.

 [U1]Perhaps a self drawn map by one of the students. It is open handed because the kids are inexperienced of the outside world.The map is their concept of the outside world. It represents their hope. The map awards the outside world what little it has. It may also show the generosity of the students, the kind of world they want to have.(The phrase openhanded means:
generous, munificent)

. And yet, for these
Children, these windows, not this map[U1] , their world,
Where all their future’s painted with a fog,

 [U1]This hints that the map which ought to be a marker of their dream is not their reality; they want the map they drew to be their reality with its openness, however it is not so. On the contrary, the little world of their own which they can see through the windows is their reality.  

 

Unless, governor, inspector, visitor,
This map becomes their window [U1] and these windows...

 [U1]Unless an external help arrives the map is their sole companion/hope for a better world. Map becoming the window shows the hope that their map has.Window's metaphorical meaning can be likened to that of hope. 

and these windows
That shut upon their lives like catacombs,

However their classroom windows (ordinary windows as opposed to the windows of hope that their map had) shut them inside their class. 

 

Break O break open till they break the town

An appeal to humanitarians, human rights activists, child rights activists and philanthropists to break the shackles that keep these children in poverty until it's sound reaches the authorities so that they may help these children. (break the town). Town is the representative place for people with power as opposed to the slum where the children live.
